Introductory Message

The year 2024 marked a decisive step for the Commissariat for Food Security and Resilience (CSAR), a year of transition and challenges, but also of opportunities to strengthen our commitment to food security and resilience for vulnerable populations.

My assumption of office in June 2024 coincided with the effective relaunch of CSAR activities, after a period of institutional adjustments. Since then, we have done everything possible to ensure the implementation of strategic programmes and guarantee the continuity of CSAR's essential missions.

Face to these challenges, 2025 must be a year of action and transformation, with emphasis on four priorities:

Institutional strengthening of CSAR, to improve our operational efficiency and optimise the management of our resources.

Effective deployment of resilience programmes, in particular through the PASAR Project, to develop sustainable solutions for food security.

Strengthened cooperation with our national and international partners, to ensure more stable funding and pooling of efforts in the fight against food insecurity.

Message from the Ministry

The words of Mrs Maimouna DIEYE, Minister of Family and Solidarity

Introductory Message

Senegal is at a crossroads after 64 years of independence during which the country has put in place several economic and social policy documents to address its development.

Despite all these plans and programmes that have followed one another, the results have not been up to the country's ambitions, with an average growth rate of around 3.2% over the period 1960-2023. The economy has been marked by the predominance of a primary sector that has failed to drive growth and ensure inclusive and sustainable development. The objective of food security has still not been achieved.

Thus, the advent of the third alternation in 2024, with the accession to the supreme magistracy of His Excellency Mr Bassirou Diomaye Diakhar FAYE, constitutes a good opportunity for the Commissariat for Food Security and Resilience (CSAR) to meet important challenges in terms of food security and resilience for vulnerable groups.
